In 2021, the Government of Canada launched an international design competition to transform Block 2, a prominent urban block located directly across from Parliament Hill, into an comprehensive Parliamentary office complex. The site also houses the future Indigenous Peoples Space (IPS)\u2014a building designated by the Federal Government for the use of the First Nations, Inuit, and M\u00e9tis peoples. We recognize the heritage of the buildings standing within the site today, and we also recognize the heritage of the Indigenous peoples and their unceded territory upon which Block 2, and all of Ottawa, occupies. The question today is how to build a federal building that serves Canadian democracy programmatically, whilst representing a contemporary idea of Canada\u2014one that is inclusive and just for all peoples. In our design process, our team saw an opportunity to unlock the full potential of Block 2 by setting back the new Parliamentary office complex behind the IPS and re-dedicating actual land to the Indigenous Peoples. This gives greater prominence for the IPS as it is positioned on the central axis of Central Block. For the remainder of the Block, we propose a building that floats above the eleven existing heritage buildings, carefully navigating between their various heights and widths, while peeling back from Wellington Street to make place for the expanded IPS. The roof would become a place for all Canadians, reinstating lost land creating a place from where the public can experience the inner workings of government with a vista over the rest of Parliament Hill.
